Coordination of Public-Private Partnerships to Improve the Smallholder Link in the Cocoa Value Chain in Southeast Asia
Strengthening the cocoa value chain requires improved coordination, cooperation and communication at every step of the chain. This involves a wide range of stakeholders — including government, local industry, producers, regulators, researchers, international buyers, among others — and requires a constructive and effective forum for such communications. There have been some good initiatives in the cocoa producing countries of Southeast Asia to establish such forums for public-private cooperation and partnership. A panel will discuss the national efforts in Vietnam, Indonesia, and the Philippines to develop their cocoa sectors through a public-private partnership.

Farmer Perspectives on Improving their Role in the Cocoa Value Chain: Successes, Challenges and Opportunities
The legacy of Farmer Field School (FFS) training implemented to date in Indonesia and increasingly in Vietnam and the Philippines is the cohesiveness of FFS alumni who have started to take the steps toward forming farmer organizations and cooperative businesses. Their main activities are to improve the farmers’ marketing position and access to inputs and technical assistance. This panel consists of leaders of farmer organizations who will speak about their experience, success, challenges, needs and aspirations in forming farmer-led institutions in the region.

Cocoa Value Chain through Service Providers and Vertical Integration
Though it is recognized that there is much to be gained from farmer organization activities to improve their position in the value chain, making this into a reality can be difficult. Fortunately, there has been increased focus and effort at various links in the chain to work with farmer groups and to learn how this is best done. This panel will present lessons learned from a successful experience in organizing coffee farmer cooperatives in Ethiopia. The panel will then look at what is being done in Sulawesi, Indonesia by international trading houses and local business service providers to better link cocoa farmers into the value chain.

Measuring Results for Technology Transfer—Is technology being adopted, and what is the impact?
SUCCESS Alliance and its implementing partners have invested heavily in farmer training in order to transfer technology and change farmers’ behavior towards cocoa farming. In order to improve technology transfer methods it is crucial to be able to effectively measure the impact of such work and adapt the methods utilized based on these results. This session reviews past and on-going efforts to measure and quantify the results of technology transfer efforts in Southeast Asia in order to share best practices and hone the methodology.

Innovation and Institutionalization of Technology Transfer
The Farmer Field School (FFS) has been the principal vehicle of technology transfer for the SUCCESS Alliance. Is the FFS approach viable beyond project funding? If so, what form is it taking and how is that working? There is also need to innovate and make the most out of mass media and new information technology. The panel will present the ITC E-Chaupal model in India which is the most famous example of this. Can a similar concept and approach be applied within the cocoa value chain? Examples of private-led technology transfer in Vietnam will also be discussed.

Clonal Selection: Methods and Results
Proper selection and dissemination of improved planting material is more important than ever as farmers begin to adopt side-grafting on a large scale. In addition to the traditional breeding and clonal selection programs at research institutes, farmers and community groups are beginning to conduct on-farm clonal selection trials. There is a need for adopting an industry standard for clonal selection, and addressing the possible shortfalls or risks of improper selection efforts that may result in failure. This panel of regional cocoa breeders will also update participants on what is in the pipeline for developing and introducing new clones in Southeast Asia.

Cultural and Management Practices for Sustainable Cocoa
Pest and disease loss continues to be the main threat to the regional industry. Cocoa Pod Borer (CPB) continues to ravage Indonesia’s cocoa crop, it is a known constraint in Philippines, and it has recently been identified in Papua New Guinea. It is not known in Vietnam yet, but the Vietnam industry needs to be prepared. Also, the long-term viability of the crop will depend upon good care of the soil nutrition and health. This panel will consist of regional and international experts on cocoa pests and diseases and some local approaches to improving soil health for cocoa organically.
